A foreign citizen having a status of a ”highly qualified specialist” (HQS) and members* of his/her family have the right to get a residence permit in Russia without receiving a temporary residence permit.
It must be noted that for a HQS there is a reason to get a residence permit unless HQS is planning to be admitted to citizenship in the Russian Federation, since a prolongation of a residence permit of a HQS depends on the term of his contract (labor contract).
In case of a halfway termination of a contract a residence permit will be valid for 30 working days. If during this term a HQS would fail to set up a new labor contract, he and his family are going to be obliged to depart.
If a HQS would like to have a “full” (i.e. independent of his relationships with an employer) residence permit, he should pass the procedure on general grounds, get a temporary residence permit and only after it get a residence permit.
– family members – spouse, children and their spouses, parents and their spouses, grandparents and grandchildren.
